Yes, we should. If a voice message is empty, check if it was a GSM call. If it was a call from Whatsapp or Skype, it is not possible to listen it.
In Android 10 it is not possible to record GSM calls at all.
About unknown contact - yes, this message adds the server, and we'll remove it in the future.

About voice messages i was not speaking about calls but voice messages in wup, they are not saved at all, and also photo and video outcoming from wup in status mode are not saved
In Instant messengers it can record only showed text and screenshots. It is not possible to record conversations(calls) in Instant messengers by technical particularities of Android.
I'm sorry for my english, i try to be more clear, i'm not speaking about calls, i'm speaking about voice messages sended by wup while holding the microphone icon
